Public hearings, housing among the topics on the agenda of the city of Salina

Two public hearings, housing and an executive session are on the agenda for today’s meeting of the Salina Town Commission.

About the meeting

Study sessions and City Commission meetings will be held in person in Room 107 of the City-County Building, 300 West Ash Street, and via Zoom until further notice. The meetings can also be viewed on the City of Salina YouTube channel, https://www.youtube.com/cityofSalinaKansas.

If citizens wish to speak, either during the public forum or when the mayor requests public comment on an item, citizens present via Zoom should raise their hands so the meeting host can allow them to speak. Those attending the meeting in person will have the opportunity to speak at the podium.

In order for Commissioners to have an opportunity to review comments prior to the meeting, please email your comments or questions by 5:00 p.m. on the Sunday prior to the Monday meetings.

Regular meeting

The regular committee meeting is scheduled to begin at 4:00 p.m.

Commissioners must hold two public hearings. One is about the Salina/Saline County Solid Waste Management Plan and the other is about issuing $5 million in Series 2022 Industrial Tax Bonds for Geoprobe’s proposed expansion project.

The other items on the committee’s agenda for Monday are as follows.

● Consider two proclamations for the ISIS sanctuary. One would be in recognition of the 150th anniversary of Shriners International. The other in recognition of the 100th anniversary of the Shriners Hospitals for Children.

●Consider authorizing Amendment No. 1 to the Loan Agreement between the Kansas Department of Health and Environment and the City of Salina for the purpose of funding Markley/Magnolia Sewer System Improvements .

●Consider authorizing Amendment No. 2 to the Loan Agreement between the Kansas Department of Health and Environment and the City of Salina for the purpose of financing the Water Treatment Plant Project and the south well field.

● Consider approving a draft ordinance at second reading, levying a service fee from Salina Business Improvement District #1 for 2023.

● Consider approving a draft order authorizing the issuance of $270 million in industrial tax bonds, Series 2022, for SFC’s global supply chain project.

● Consider approving a first reading ordinance, changing the zoning classification of a 52.90 acre parcel of land in the addition of River Run from A-1 (agricultural) to PDD-R (residential single family)

● Consider approving a resolution regarding the Aero Plains Housing Development authorizing the preparation and submission of an application to the Kansas Housing Resources Corporation (KHRC) for the 2022 Kansas Moderate Income Housing (MIH) grant program and authorizing the Director municipality to sign a grant agreement and associated implementation and administrative documents if funds are awarded.

● Consider approving a resolution waiving home building fees associated with the Building Kansas, LLC Aero Plains Rural Housing Incentive District (RHID).

The commissioners are also to meet in executive session to discuss the subject of legal considerations relating to the Drever Partners, LLC development proposal with legal counsel.
